Budget Amendment Procedure
Budget Amendments are used to increase or decrease budgeted figures for revenues and expenditures and will change the total budget. A budget amendment may be needed for various reasons, such as receiving additional revenues to be offset by expenditures, unanticipated expenditures, a down-turn in the economy, etc.
Budget Amendments must go before the Board of County Commissioners for approval regardless of whether it requires additional County funds.
When submitting documentation to support a Budget Amendment, please follow the procedures indicated below. Follow-up questions regarding documentation may delay a Budget Amendment from reaching the County Manager or Board of County Commissioners.
Procedure:
- Submit documentation (via email, if you prefer) that explains the source(s) and amount(s) of additional funds and that explains each use and amount of these additional funds.
- Budget Amendments must be in balance. Make sure the total change to expenditures equals the total change to revenues.
- To improve understanding, incorporate revenue and expenditure account codes.
- The need to spend these funds should be justified in a memo from the department head.
- The Budget Amendment will be summarized by Finance Office and presented to both the County Manager and the Board of County Commissioners.
Once the Board has approved the Budget Amendment and all appropriate signatures are obtained, the amendment is keyed into the system.
